I suggest that we remove this message:



And just add a "Rules" button, somewhere on the shoutbox.

My reasoning for this, is because it looks like an error message, and that isn't welcoming.

Also, it is a major annoyance having to see it everytime you log in.

An alternate suggestion is to just make an announcement about the normal forum rules applying to the Shoutbox.

That way, everyone will know, and we won't have the annoying message.
