can't post

can't seem to post in announcements, don't know if this was intentional or on purpose, but can someone fix it please?

Dylan or Tyler used a setting so that only staff members can post in the announcements section, but what it really does it only enables it for owners only, so it's screwed up, I couldn't figure it out, and I asked some other people, and the only thing I got was stated above.

And as Kyle said, you shouldn't be able to.
